Article 4. LEGAL STATUS PROVISIONS  

Should any section provisions of this ordinance be declared by the courts to be unconstitutional or invalid, such declaration shall not affect the ordinance as a whole or any other part thereof other than the part so declared to be unconstitutional or invalid.

This ordinance shall take effect and be enforced from and after its adoption. All ordinances and parts of ordinances in conflict hereby are repealed.
