§ 11-53. Mandatory service and administration.

Every commercial establishment within the city as defined in this article shall subscribe for commercial refuse collection and disposal service from the city or a franchise of the city. All administrative operations including billing shall be performed by the city whether said collection and disposal service is performed by the city or contracted for from the city, except that services provided by a franchise shall be handled in the manner provided in the franchise agreement.
