§ 24-127. Industrial interruptible.

  • (a)

    Availability. Available anywhere on the existing city system both inside and outside the corporate limits. Interruptible service is contingent upon the availability of interruptible transportation on Southern Natural Gas Company and available capacity on the city's system.

    (b)

    Applicability. Applicable to any nonresidential customer having facilities permitting the use of natural gas on an interruptible basis and whose average daily consumption is one hundred (100) Mcf per day or greater and provided the customer has entered into an interruptible agreement with the city.

    (c)

    Rate. The rate will be comprised of the following components.

    Monthly base service charge: The minimum base rate charge will be nine dollars and fifty cents ($9.50) times the ERC factor listed above according to meter size.

    (1)

    Commodity charges. Spot market index price as posted in "Inside FERC's Gas Market Report" for deliveries into Southern Natural or the City of Dublin's WACOG (weighted average cost of gas) for the month.

    (2)

    Fuel recovery. Recovery of Southern Natural's pipeline fuel charge.

    (3)

    Interstate pipeline transportation. Southern Natural zone 3 interruptible transportation plus applicable pipeline surcharges and balancing charges.

    (4)

    City distribution fee.

    (d)

    Heating value adjustment. The above rate is based on natural gas having an average standard value of one thousand (1,000) BTU per cubic foot of dry gas. In the event that the average heating value of gas supplied during any month varies above or below one thousand (1,000) BTU per cubic foot, the rate of gas above set forth shall be adjusted by multiplying such charge by the fraction, the numerator of which shall be the heating value of the gas supplied during the month, the denominator shall be one thousand (1,000). For the purpose of determining such average BTU content, the city will rely upon the accuracy of reports furnished by Southern Natural Gas Company. The customer shall discontinue its taking of gas when notified by the city, within two (2) hours after such notice is given, and when notified to discontinue for a specified day, the day will begin at 10:00 a.m. and continue for twenty-four (24) hours.

    (e)

    Authorized overrun (AO) charges. All interruptible customers shall be billed for the additional charges created by AO usage according to their per centage of interruptible usage.
